Community Benefits Agreement Highlights:
- This project will provide at least 2500 units of affordable
housing which is more affordable housing than Extell's entire
plan combined. The Affordable Housing will be more economically
diverse than the standard affordable housing program because
of the unique low and middle income tiers created for this
project.
- Ten percent (10%) of the residential units will be set
aside for seniors to address a growing need for affordable
senior housing, a constituency that is being displaced by
persistent gentrification.
- This project commits to increasing the number of minority
and women workers throughout all the construction trades
by establishing goals of 35% for minority workers and an
unprecedented 10% for women construction workers, this in
an industry where women on a job site is generally at 1
or 2%. (note: FCRC has had a consistent 4 to 5% women on
construction jobs).
- This project will create one of the largest MWBE programs
in the nation. Not less than 20% of the construction contract
dollars will be awarded to minority contractors and not
less than 10% to women owned contractors. This level of
participation is unmatched by any public or private developer
but it is in keeping with the FCRC record in this area as
one of the standard bearer for inclusion in the construction
industry.
- To that end, Mckissack and Mckissack, one of the nations's
largest minority owned construction firms will be the general
contractor on the relocation and construction of the New
Vanderbilt Rail Yard.
- This project will consist of a day care, youth and senior
facility. In addition, a state of the art health care facility
will be created to provide high tech health services not
available in the local community.
- This project will provide 7.5 acres of open space that
will be more than just grass but also an active space for
the community to use and just relax. The open space will
have inviting elements that will become one of the great
meeting places in Brooklyn.
- The Project Developer is committed to working with our
CBA partners to create four high schools dedicated to the
themes of Construction Management and Trades, Information
Technology, Sports and Facility Management and the Wonder
School named for performing artist Stevie Wonder that will
focus on Music and Film. These schools will provide the
community with small, thematic schools that will expose
students to future career possibilities with a quality education.
- FCRC will work with local Public Housing complexes by
giving priority to NYCHA residents for job training, affordable
housing, and opportunities to enter union apprentice programs.
- FCRC will work with local small businesses to take advantage
of the business opportunities of the project by providing
small business loans and to utilize local small businesses
as vendors throughout all phases of this project.
Community Benefits Agreement (Snapshot):
This Community Benefits Agreement ("the Agreement")
dated as of June 27, 2005 is entered into by and among Atlantic
Yards Development Co., LLC, a New York limited liability company,
having an office at c/o Forest City Ratner Companies, One
Metrotech Center North, Brooklyn, New York 11201 (the "Project
Developer"); Brooklyn Arena LLC, a New York limited liability
company, having an office at c/o Forest City Ratner Companies,
One Metrotech Center North, Brooklyn, New York 11201 (the
"Arena Developer"; collectively, the Arena Developer
and the Project Developer, "Developers"), and the
following entities also listed on Schedule 1 attached hereto
(collectively, the Coalition"):
- All-Faith Council of Brooklyn (AFCB);
- Association of Community Organizations for Reform Now
(ACORN);
- Brooklyn United for Innovative Local Development (BUILD);
- Downtown Brooklyn Neighborhood Alliance (DBNA);
- Downtown Brooklyn Educational Consortium (DBEC);
- First Atlantic Terminal Housing Committee (FATHC);
- New York State Association of Minority Contractors (NYSAMC);
and
- Public Housing Communities (PHC)
